dr. Angka Nitisastro, he was a person who was very influential in the establishment of ITS. Dr. Angka Nitisastro was born in Jombang, he came from a family that was thick with education. His father Nitisastro was a school owner in Singaraja Bali and his mother was a teacher at Taman Siswa Bali. He was a general practitioner, where he earned his medical degree at the Faculty of Medicine, Airlangga University during the Dutch era. At that time the name of the medical school was School tot Opleiding van Indische Artsen (STOVIA). He worked as a doctor at the Port Hospital in Perak Surabaya. Dr Angka was also actively involved in the Indonesian Red Cross (PMI) organization.
He was the founder of ITS as well as its first Rector. He saw that in Surabaya there were many schools for doctors but no schools for engineers. He was indeed a doctor, but he had the will and determination to establish an engineering school for this unrest. Then he conveyed his intention to his friends who were engineers and joined the Indonesian Engineers Association (PII), they agreed. Finally, he started from scratch to establish YPTT Sepuluh November. Not only that, he was determined to not only establish a foundation but he was determined to make the campus he founded with his friends into a university. After going through the process and the struggle that was carried out, it was finally completed to make the campus he founded a university, but not only that, he wanted to invite the first President of Indonesia, Ir. Soekarno to inaugurate the ITS campus.
Armed with the relationships and determination he had, finally on November 10, 1957 the Sepuluh Nopember Technical College was inaugurated in Morokrembang. However, after the change from the foundation to a state institution he had to step down from his position as Rector of ITS because of protests from students who felt that a doctor who would later sign their diploma, it became an "insult" for the students. Finally he reluctantly relinquished his position as Rector and was later replaced by Col Laut Ir Marseno Wirjosapoetra.
