Prof. Ir. R. Soemadijo is the third former rector and is one of the 10 Founding Fathers of ITS, the founder of YPTT. With his civil science base, he was able to catapult the name of Civil ITS and produce hundreds of civil engineers at ITS. 

    During his tenure in 1972, the Faculty of Civil Engineering was moved to Jln. Manyar 8 and made ITS even more scattered. Then in 1973, a long-term development master plan (20 years) was compiled which served as a guideline for the further development of ITS and the plan of the ITS development master attracted the Asian Development Bank (ADB) which then offered a loan of US $ 25 million for the development of four faculties, namely, the Faculty of Civil Engineering, the Faculty of Mechanical Engineering, the Faculty of Electrical Engineering, and the Faculty of Chemical Engineering.
