Col. Marine Ir. Marseno Wirjosapoetro, he is the second former rector of ITS. He was born in Banyumas, April 19, 1927. he went through his education from elementary to high school during the transition from Dutch to Japanese colonialism. He sat in junior high school in 1942 and at that time he became a Seinendan (semi-military youth ranks) for three years. Then he continued his education at the high school level. After graduating from high school, he continued his education at the Civil Engineering Department of ITB. 

    After completing his education at ITB in 1957, he then worked at the Public Works Office (PU) serving as Head of Section (KaBag) of the Soil Mechanics Laboratory for two years. During that time, he participated in military training for the Indonesian Navy (TNI AL) at the Surabaya Command Corps (KKO). After he finished the training, he was then trusted to become the Project Leader (Pimpro) of Juanda Airfield, which became one of the glorious professional records he had held. Then while he was undergoing the project, he also taught mechanics courses at ITS Civil Engineering at the request of Prof. Soemadijo. Then in 1964 he was given the responsibility and trust to become ITS Rector. Finally in that year he was officially inaugurated by the Minister of the State Higher Education Department Prof. Ir Toyyib Hadiwijaya. 

During his tenure as Rector at ITS many achievements and changes he made for ITS such as opening a network with abroad or ITS Internalization for the first time and getting laboratory assistance from the Netherlands and getting a visit from Germany. Then during his tenure also the first graduates at ITS were born.
